Armenia and EU Finalize Ambitious New Partnership Agenda

The Ministry of Foreign Affairs of Armenia announced the conclusion of negotiations on a new, far-reaching Partnership Agenda with the European Union, marking what both sides described as a pivotal moment in their bilateral relations.

On June 30, 2025, Armenian Foreign Minister Ararat Mirzoyan and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas met in Yerevan to formalize the milestone. The agreement aims to elevate Armenia-EU ties to an unprecedented level, underlining what both officials called the closest relationship the two sides have ever enjoyed.

Minister Mirzoyan and High Representative Kallas highlighted that the Partnership Agenda reflects Armenia’s European aspirations, as enshrined in the recent national legislation initiating Armenia’s EU accession process.

The new Partnership Agenda builds on the Comprehensive and Enhanced Partnership Agreement (CEPA) and outlines a shared vision for deepening cooperation across key sectors. It aims to strengthen Armenia’s resilience, sovereignty, territorial integrity, and sustainable development, while fostering peace and stability in the South Caucasus.

The Agenda identifies a broad range of priorities:

  • Democracy and Governance: Commitments to justice reform, human rights, anti-corruption measures, and safeguarding fundamental freedoms.
  • Mobility and Security: Advancing visa liberalization talks, boosting border management, and enhancing law enforcement collaboration to address organized crime and hybrid threats.
  • Foreign and Security Policy: Launching a new chapter of cooperation in defense and countering disinformation and external interference.
  • Economic Resilience and Connectivity: Supporting Armenia’s “Crossroads of Peace” initiative through strategic investments aligned with the EU’s Global Gateway, with a focus on transport, digital, and energy sectors.
  • Trade and Market Integration: Promoting bilateral trade diversification and gradual alignment with EU standards.
  • People-to-People Exchange: Expanding cooperation in education, research, youth programs, and cultural initiatives.

The finalized text of the Partnership Agenda will now undergo internal adoption processes in both Armenia and the EU. Once ratified, the document will serve as the roadmap for future Armenia–EU cooperation.

The Ministry’s statement concluded with a forward-looking message: “We look forward to embarking on this ambitious new phase of partnership with the European Union for the tangible benefit of our citizens and the promotion of a peaceful and prosperous region.”
