Armenia and Luxembourg Sign Strategic Partnership Declaration
On December 16 in Luxembourg, Armenian Foreign Minister Ararat Mirzoyan met with Luxembourg’s Minister of Foreign Affairs Xavier Bettel, reaffirming the high level of political dialogue between the two countries and emphasizing that bilateral relations are developing on the basis of mutual trust, shared values, and common interests. The sides noted that Armenia–Luxembourg relations have acquired a strategic character, reflected both in ongoing joint programs and in Luxembourg’s consistent support for Armenia’s democratic development and resilience.
During the meeting, the ministers discussed the Armenia–EU partnership, focusing on the effective use of mechanisms aimed at implementing the newly adopted and more ambitious Strategic Agenda for the Armenia–EU Partnership. They agreed to continue expanding cooperation in various formats and exchanged views on regional developments and broader international issues of mutual interest.
As a key outcome of the visit, Mirzoyan and Bettel signed a Joint Declaration on a Strategic Partnership between Armenia and Luxembourg. Through the declaration, the two countries reaffirmed their determination to deepen cooperation across a wide range of areas, including politics, the economy, defense and security, justice, culture, education, and environmental protection, while also exploring opportunities to expand collaboration into new fields.
The declaration reiterates the fundamental values underpinning the partnership, particularly a shared commitment to strengthening democracy and the rule of law, protecting human rights and fundamental freedoms, and promoting multilateralism and a rules-based international order. Luxembourg reaffirmed its support for Armenia’s aspiration to deepen political, economic, security, cultural, and social ties with the European Union and the broader community of democratic states.
Highlighting the importance of advancing Armenia–EU relations, the two sides agreed to encourage regular bilateral thematic consultations focused on supporting Armenia’s approximation to EU standards, ensuring the full and effective implementation of CEPA and the Strategic Agenda, enhancing Armenia’s sovereignty and resilience, strengthening democratic institutions, and safeguarding human rights.
The ministers also reaffirmed their commitment to expanding economic and trade relations, prioritizing sectors of mutual interest. Acknowledging Armenia’s challenges as a landlocked country with limited access to global markets, they agreed to enhance cooperation to promote regional and international trade and transport connectivity, including through mutual support for initiatives such as Armenia’s Crossroads of Peace.
Commenting on the signing of the declaration, Xavier Bettel described it as a “strong signal” of the two countries’ shared commitment to strengthening bilateral relations and noted the importance of Mirzoyan’s visit in advancing the strategic partnership.
