
Armenia’s New Constitution Underway, Public Review Promised

Armenia’s new constitution is currently being drafted under the coordination of the Ministry of Justice, Minister Srbuhi Galyan announced at a press conference this week. The document is expected to be finalized within ten months, after which it will be publicly presented for review and debate before being put to a referendum.
“As soon as the text is ready, it will be presented to the public with separate conceptual provisions,” Galyan stated, emphasizing that ample time will be provided for public discussion and feedback. She reaffirmed that the final decision will rest with the Armenian people, who will vote on the new constitution.
The drafting process is proceeding under a unified conceptual framework, but extensive consultations are underway regarding the specific norms and provisions of the new charter. Representatives of civil society organizations and members of the constitutional council are actively participating in the discussions.
When asked whether the reference to the Declaration of Independence might be removed from the constitution — a point of political contention — Galyan replied, “We are considering various options, but the text is still under development. When it is developed, we will share it with you for sure.”
The Armenian Minister encouraged opposition parties and civil society groups to engage in the drafting process, stating that the government prioritizes transparency and inclusive dialogue.
Although no specific date for a referendum has been set, Galyan assured the public that there will be no secrecy surrounding the text or the reform process.
