Council of Europe's Delegation Visits Azerbaijan to Discuss Protection of National Minorities

On October 31, the Council of Europe announced that from October 23 to 27, the delegation of the Consultative Committee of the Council of Europe on the Framework Convention on the Protection of National Minorities visited Azerbaijan.
The information said that this was the mission's fifth visit to Azerbaijan. The mission held meetings with authorities, civil society, and representatives of national minorities in Baku, Lankaran, Guba, and Khinalig, and the implementation of the Framework Convention was discussed.
"During the meeting with the government representatives, the delegation raised questions about the situation in Karabakh. The visit took place within the framework of the preparation of the fifth opinion of the Consultative Committee on the implementation of the Framework Convention in Azerbaijan. The document is expected to be adopted in 2024," the information added.
Notably, the previous opinion of the Consultative Committee of the Council of Europe on Azerbaijan was published in February 2019. Acknowledging that in multi-ethnic Azerbaijan, the authorities have taken extensive measures to support the culture of minorities, the committee focused on efforts to educate young people in the field of multiculturalism and tolerance. However, the report said that national minorities have restrictions on the right to express their opinions and have difficulty learning their mother tongue. The Azerbaijani authorities said that they do not agree with some of the provisions of the report.
