Former Karachay-Cherkessia Chairman Faces Criminal Charges
On September 3, the Nikulinsky District Court of Moscow approved the claim of the Prosecutor General’s Office of Russia to confiscate the property of Vladimir Kayshev, the former Chairman of the Government of Karachay-Cherkessia, in favor of the state. The total value of the seized assets exceeded 41.9 billion rubles (EUR 443 million).
The investigation established that while managing large agro-industrial enterprises, Kayshev, together with his brother Yuri, illegally acquired rights to agricultural land worth more than 2 million rubles. A sanatorium under Kayshev’s control was also illegally connected to the networks of a resource supply company, leading to the theft of about 20 million cubic meters of natural gas worth over 142 million rubles (EUR 1.5 million). Furthermore, Kayshev and the head of the sanatorium signed contracts with an enterprise for spa services but failed to fulfill their obligations, causing damages of more than 27 million rubles.
Vladimir Kayshev, his brother Yuri Kayshev, and two other defendants were charged with organizing a criminal community (Part 3 of Article 210 of the Criminal Code of the Russian Federation), theft from a gas pipeline (Part 4 of Article 158), fraud (Part 4 of Article 159), extortion (Part 3 of Article 163), and abuse of office (Part 3 of Article 286).
