
Former Russian Social Fund Official in Ingushetia Detained in Antalya on Embezzlement Charges

On May 5, Islam Seinaroev, the former manager of the Russian Social Fund’s branch in Ingushetia, was detained in Antalya at Russia’s request on allegations of large-scale embezzlement involving Magomed-Bashir Kalimatov, the brother of Ingushetia’s head, Mahmud Kalimatov.
According to the Interior Ministry, Islam Seinaroev, former manager of the Russian Social Fund’s Ingushetia branch, collaborated with Magomed-Bashir Kalimatov to orchestrate the embezzlement of billions of rubles from the fund. Seinaroev offered no resistance during his arrest in Antalya.
In Turkey, the former official lived openly, believing himself secure. Based on operational information, he cooperated with a former deputy head of Ingushetia’s Interior Ministry in the wholesale trade of strawberries and bananas while also renting out villas he owned.
The official declarations required of Seinaroev, published on the Social Fund’s website, did not list any foreign properties. Detained at Russia’s request, the former head of the Ingush department of the Social Fund is currently being prepared for extradition.
Notably, Seinaroev is accused of orchestrating a large-scale embezzlement scheme that allegedly defrauded the Russian state of approximately 2 billion rubles (around $24.5 million) between 2019 and 2021. Seinaroev reportedly collaborated with Magomed-Bashir Kalimatov and other officials to illegally recalculate pensions without informing recipients, diverting the funds for personal gain. After leaving Russia in 2023, Seinaroev resided openly in Turkey, engaging in business activities such as the wholesale trade of strawberries and bananas and renting out villas. Despite his apparent comfort, he was arrested without resistance and is now awaiting extradition to Russia.
