On 16 September, 5 opposition parties, namely European Georgia, the United National Movement, Strategy Agmashenebeli, United Georgia and Girchi signed an agreement on a justice system reform package.  The reforms include the shutting down of the State Security Service, Interior Ministry decentralisation and reducing the power of the Chief Prosecutor’s Office. 

The parties claimed that the State Security Service, which was separated from the country’s Interior Ministry back in 2015, is a ‘politicized agency’ and must be closed. The groups involved offered the creation of a special, anti-corruption bureau. The agreement also introduced the creation of sheriffs’ institutes in self-governments which will be responsible only for crimes inside the municipalities, it also stated that the Prosecutor’s Office must be deprived of the right to supervise the investigation process.
