
Mirzoyan Reports on 2023: Normalizing Ties with Turkey and Strengthening Regional Alliances

"We proceeded on the path of normalizing relations with Turkey in 2023," said Armenian Foreign Minister Ararat Mirzoyan while discussing the Armenian state budget’s performance report for 2023 on June 4.
“We have quite broad mutual understanding [with Turkey] on some matters. Of course, it's time for us to see on-the-ground arrangements being specifically implemented,” Mirzoyan noted.
He also reported significant improvements in Armenia’s relations with Georgia and Iran. “For example, we were able to sign a joint declaration on strategic partnership with Georgia in February of this year. We had significant achievements in relations with Iran in various directions, especially in the economic sector,” he stated. Efforts to deepen ties with France and the US were also mentioned.
Armenian FM added, "Both Armenia and Azerbaijan have presented their respective positions in front of one another, stating that they both see serious issues and barriers in the other's constitution that stand in the way of establishing enduring peace.”
“This does not mean at all that the matter of constitutional amendments in Armenia is a subject of negotiations between Armenia and Azerbaijan; there is no such thing,” he highlighted.
Ararat Mirzoyan claimed that Armenia is convinced that, generally speaking, neither its nor Azerbaijan’s constitution can provide a legal obstacle to lasting peace.
“As for our constitutional amendments, it is worth refreshing the memory. We have talked about this since 2018, this is our business, this is to be decided internally,” he stated.
Furthermore, Mirzoyan noted the positive impact of the EU monitoring mission, which coincided with a cessation of major attacks and invasions on Armenian sovereign territory.
