
Nagorno-Karabakh agreed to integration into Azerbaijan?

On September 9, the newly elected de facto president of Nagorno-Karabakh, Samvel Shahramanyan, decided to open the Aghdam-Stepanakert/Khankendi road for the delivery of Russian humanitarian cargo. It is expected that the cargo will be delivered to Karabakh as early as tomorrow morning.
Thus, the new de facto authority of Karabakh accepted one of the key demands of official Baku. Azerbaijan insists on using the Aghdam route, while restricting traffic through the Lachin corridor connecting Nagorno-Karabakh with Armenia. In the pro-governmental media of Armenia this step of Karabakh authorities was perceived as a betrayal and a step towards the integration of the region into Azerbaijan.
Meanwhile, official Baku insists on disarming the armed forces of Nagorno-Karabakh and dissolving the separatist de facto authorities of the region. At the same time, Azerbaijan proposes a simultaneous opening of the Agdam and Lachin routes for the International Committee of the Red Cross cargoes. In this context, representatives of official Baku remind that the customs legislation of the Republic of Azerbaijan will be in effect in the Lachin corridor.
These events are taking place against the background of reports of Armenian and Azerbaijani troops concentrations on the border and in Karabakh.
