On November 25, Shalva Papuashvili, the Speaker of the Georgian Parliament, stated that Tbilisi had met all requirements for joining the alliance. He emphasized that Georgia had diligently carried out every obligation tied to its NATO aspirations, noting both internal institutional reforms and the country’s practical demonstration of loyalty through participation in joint military missions, including operations in Afghanistan. Papuashvili argued that despite these efforts, certain actors appeared to benefit from Georgia and Ukraine remaining "in limbo," a situation that, in his view, heightened rather than reduced security risks. He stressed that NATO integration was not merely a political preference but a goal embedded in Georgia’s constitution. Papuashvili recalled that representatives of the North Atlantic Alliance had declared the "opening of the door" for the country as early as 2008, adding that "the Georgian people are no longer naive to such statements".
