Pashinyan Hails White House Summit; Highlights Peace with Azerbaijan; Confirms End of Karabakh Movement and Warns Against Unrealistic Return Claims

On August 18, Nikol Pashinyan, the Prime Minister of Armenia, stated that the White House summit marked a turning point in the South Caucasus, emphasizing peace with Azerbaijan, the return of Armenian captives, the end of the Karabakh movement, and Armenia’s emergence from blockade. During his address, Pashinyan recalled the documents signed in Washington, emphasizing the establishment of peace between Armenia and Azerbaijan. "Peace has been established between Armenia and Azerbaijan. After August 8, we live in a completely different South Caucasus, in the new Republic of Armenia. Peace is an unfamiliar reality and a foreign life for us; let us not underestimate this reality. We must learn from scratch what it means to live peacefully, what peace is," he stated.

Pashinyan highlighted that peace should also illuminate the souls of those who fell during the conflict. He noted that after more than 30 years, Armenia was emerging from a blockade. "How will the communication routes be opened? First of all, demarcation and delimitation of the state border between Armenia and Azerbaijan should be carried out in these areas. This issue should be the subject of detailed study in the near future. This does not open a new door for concern for us. It is often asked what will happen to the more than 200 square kilometers of occupied territories? This reality must be resolved in the demarcation process. But the logic of peace is that there are sovereign territories of Armenia that are under the control of Azerbaijan, and there are Azerbaijani territories that are under the control of Armenia," Pashinyan stated.

Touching on the issue of Armenian captives, Pashinyan emphasized that excluding their case from the peace agreement allowed 58 citizens to return from captivity. "The negotiations began in the spring of 2022. We made serious efforts to include this issue, but as the negotiations dragged on, we realized that including the issue of our compatriots in the peace agreement could be interpreted as follows: their return is an issue that must be resolved after the signing and ratification of the peace agreement. But we were not guided by this assumption. And as a result of this, following the negotiations around the text, 58 citizens returned from captivity. If the issue had remained in the peace agreement, this most likely would not have happened. We are now making great diplomatic efforts for this," he stated.

Regarding the closure of the Karabakh issue, Pashinyan recalled his statements from March 2025. "Back in March 2025, I spoke from the rostrum of the National Assembly, after which I addressed the people, saying that there should be no continuation of the Karabakh movement. I will lead Armenia within the framework of this logic—not the continuation of the Karabakh movement, and if you do not agree, then I call for a revolution. Dear people, you did not make a revolution because, like me, you realized that peace is impossible without closing the Karabakh issue. Some forces used the Karabakh issue to hinder the development of Armenia. As for the displaced persons from Nagorno-Karabakh, I have publicly stated more than once that I do not consider their ideas about return to be realistic," Pashinyan stated.
