Pashinyan Reaffirms Armenia’s Constitution; Confirms TRIPP; Declares Peace with Azerbaijan
During a conversation with journalists on October 16, Nikol Pashinyan, the Prime Minister of Armenia, stated that Armenia’s position on its Constitution remains unchanged, clarified the scope of TRIPP and Crossroads of Peace projects, rejected constitutional amendments linked to foreign policy, and denied any connection between clergy arrests and the peace process with Azerbaijan.
Pashinyan emphasized that Yerevan’s stance on its Constitution remains unchanged. "We have expressed our position on the Armenian Constitution and have not announced any changes. This position has not changed," he stated. Pashinyan added that the text of the already initialed peace agreement "de jure resolves this issue fully and comprehensively". He clarified that Armenia has no plans to introduce constitutional amendments in the context of foreign policy, stressing that any constitutional discussions are related exclusively to domestic matters, as outlined in the declaration adopted at the 7th Congress of the Civil Contract Party.
Addressing questions about Azerbaijan’s use of the term "Zangezur Corridor," Pashinyan underscored that interpretations should be based on written documents, not oral statements. Referring to the joint declaration published after the Copenhagen meeting, he explained that both sides had confirmed discussions on communication routes and the TRIPP project on Armenian territory. "Both sides thus confirmed that the TRIPP project exists on Armenian territory," Pashinyan stated, reaffirming that "there are no other projects on Armenian territory other than the Crossroads of Peace and TRIPP projects".
Pashinyan noted that the statement from Copenhagen reflected the results of "serious discussions at the highest level and in the most authoritative international forums," and he declared that "peace has been established between Armenia and Azerbaijan. This is an indisputable fact". He emphasized that the issue "no longer exists at the textual or political level," as many details had been clarified and documented following the Copenhagen meeting. The Prime Minister reiterated that all decisions must remain consistent with the principles outlined in the Washington Declarations.
He also described the implementation of the TRIPP project as a bilateral matter involving the United States. "We were determined to discuss everything quickly, but then all attention shifted to the events in Ukraine, in which US President Trump and his administration were directly involved. Then came the events in the Middle East," Pashinyan noted. He added that although the delimitation process is part of the TRIPP project, the two are "not deeply interconnected". Infrastructure development, he stated, can only begin once delimitation is completed and borders are legally defined.
Commenting on the registration of Samvel Karapetyan’s political party, Pashinyan distanced himself from the issue, saying, "I’m not familiar with the opinion that this party should or shouldn’t be registered, because this is a topic that has nothing to do with me. There are procedures, there are laws. This is a legal matter; let lawyers answer these questions".
Nikol Pashinyan denied claims that the Armenian Apostolic Church was being persecuted by the authorities. During a briefing, Pashinyan emphasized, "I am not attacking the Armenian Apostolic Church. And the Church’s documents do not state that the person holding the position of Catholicos, or the bishops, and the Church are identical". He stated that the recent arrests of Armenian clergy were unrelated to the peace process with Azerbaijan, adding, "No, that’s impossible. There is no connection between the arrests and the peace process with Azerbaijan".
