
Referendum Coming? Armenia's 2026 Constitution Takes Shape

Armenian Minister of Justice Srbuhi Galyan announced that work on drafting a new Constitution is actively underway, with the text expected to be finalized before the next elections in 2026. She stated that once the draft is complete, a decision on holding a referendum will be made.
Galyan dismissed claims that the constitutional amendments were being made in response to Azerbaijani President Ilham Aliyev’s demands, clarifying that plans for constitutional changes have been in place since 2018.
The amendments will cover many issues, but unamendable clauses will remain intact, ensuring continuity in key constitutional principles. Galyan emphasized that the commission responsible for drafting the text is the only body authorized to disclose details, but extensive discussions with civil society will be held to allow public input.
Among the topics under review is the role and powers of the President, though Galyan confirmed that the administration system will remain unchanged.
Adjustments are also being considered in the electoral system, specifically in reducing majority elements to strengthen the proportional representation system. She noted that this may require changes to the Constitution and the parliamentary rules of procedure, with ongoing discussions.
