Rubinyan Announces Upcoming Armenian-Turkish Meeting to Discuss Border Openings and Diplomacy
On September 8, Ruben Rubinyan, the Special Envoy of the Republic of Armenia for the normalization of Armenian-Turkish relations, stated that a meeting of the special envoys of Armenia and Turkey will take place in the coming days in Armenia. During a conversation with journalists, Rubinyan did not provide specific details, noting that information would be announced at the appropriate time. He explained that the meeting would cover the full range of issues in the normalization process, including steps already implemented and those currently underway. He recalled that at the previous meeting, the technical parameters of the Kars-Gyumri railway were discussed, and plans for the restoration of the historic Ani Bridge were also addressed. Rubinyan did not specify whether the meeting would take place in Yerevan or at the border.
Rubinyan emphasized that Armenia was ready to open the border and establish diplomatic relations with Turkey immediately. He assured that no obstacles existed on the Armenian side and cited the recent establishment of diplomatic relations between Armenia and Pakistan as a positive precedent. "If there is the will, and there is will on our part, this will happen in a short time," he stated, confirming that there were no conditions from Armenia and that work on the process would continue. The Armenian envoy also noted that the Washington agreements represented a significant event with a positive impact on the region and beyond, and expressed Yerevan's optimism regarding the normalization process. When asked about discussing border openings at the upcoming meeting, Rubinyan clarified that the entire process is aimed at opening borders and establishing diplomatic relations. Regarding the failure to implement the agreement on border access for citizens of third countries, he stated that "it’s not our fault, but we hope that it will be implemented."
