Samvel Babayan Warns of War Risks and Criticizes Government Policy
On November 3, Samvel Babayan, the head of the Liberal Party and former de-facto Karabakh Defense Minister, warned that Armenia’s attempts to use Turkey to pull Central Asia and the South Caucasus away from Russian and Iranian influence could rapidly lead to war. During the interview, Babayan stated, "If this continues, there will be a major war. We've brought the US and Europe to the region. Once Russia feels better on the Ukrainian front, it and Iran will take on you". He stressed the need for Armenia to strengthen its economy and military while cooperating with all parties.
Babayan criticized the current authorities, claiming they had failed to achieve true independence for Armenia by involving the US and ceding control. "Specifically, they surrendered the road, and now Armenia will be forced to share potential transit revenues with the US. For what purpose? To further escalate the situation?" he emphasized. He added that despite pledges not to construct the Meghri road, Prime Minister Nikol Pashinyan did so, noting, "They could have built the entire road themselves. The authorities delivered the road overnight. If it wasn't overnight, then why didn't they build the railway in Ijevan beforehand?".
Regarding social and military policies, Babayan asserted that he would support any leader committed to raising the minimum pension to 98,000 drams, providing $250 monthly for children under six, offering free health insurance, and building a professional army. "And it doesn't matter what that person's name is: Nikol, Robert, Khachik, Serzh, or something else. If not, then forget about working with me," he stated.
Babayan also addressed political alliances, noting that future cooperation with Artur Vanetsyan, former director of the National Security Service and leader of the Motherland Party, would depend on the results of the local elections in Etchmiadzin. He explained that he had supported Motherland Party candidate Khachik Manukyan, describing him as "not a party figure; he is a poet, a publicist, and an acceptable candidate". He called for active political participation to counter the authorities' attempts to suppress engagement, stressing that "maximum participation must be ensured so that people understand that they are the ones who shape their own destiny". He emphasized the importance of pluralism in Armenian politics, stating, "I would like to see three normal political forces with their own ideas and programs in the opposition. There are such forces in the political arena; they simply must be able to make concessions and put aside their own ambitions for the sake of a common goal". Babayan criticized Pashinyan's leadership, asserting that the Prime Minister's distrust of others, even his own family, led to disastrous decisions and made Armenia "a laughingstock". He added, "If they say I raped someone, let them detain me or the person who said it. If they don't detain me or the person who said it before the elections, then they (referring to the authorities) are the ones who ordered it".
On military reform, Babayan supported introducing a six-month conscription period with specialized training. "During this period, a certain number of servicemen will express a desire to sign a contract. These remaining soldiers will undergo intensive training for a year and a half and sign 25-year contracts with a monthly salary of $2,000, while officers will receive salaries starting at $3,000. These are solvable problems. The authorities simply don't want to solve them and don't want to have an army at all, suggesting surrender to Turkey and Azerbaijan," he noted. Finally, Babayan stated that officials from the current government should face accountability for failures in the 44-day war. "If the governors failed to ensure mobilization, if the General Staff should have sent soldiers to the front lines so they could shoot and know their commanders by sight, and so on..." he emphasized.
