Secretary General of Council of Europe Highlights Azerbaijan-Armenia Peace Milestones and Regional Cooperation

On September 27, Alain Berset, the Secretary General of the Council of Europe, stated that Azerbaijan and Armenia had made significant progress in the peace process. Berset emphasized the exceptional importance of the peace agreement initialed in Washington on August 8, with the participation of the leaders of Azerbaijan and Armenia and the US president, calling it vital not only for both nations but also for the entire region. "Considering everything that is happening in this peace process, I can say that this is a very positive development, and we are sincerely pleased to see this progress," he stated.

He added that the Council of Europe had long cooperated with all its member states, including Azerbaijan and Armenia, making it the appropriate platform for ongoing dialogue. He stated that he maintained constant contact with President Ilham Aliyev and also remained in touch with the Prime Minister of Armenia. The Secretary General praised his recent meeting with President Aliyev at UN Headquarters in New York during High-Level Week, describing it as "very successful" and noting that they had discussed the peace process and future cooperation.

He underlined that the peace achievements supported by Azerbaijan and Armenia should be regarded as new opportunities for expanding cooperation, stressing that stability, peace, and predictability are crucial in today’s world. He emphasized that the signing of the peace agreement and the restoration of ties between the two countries opened new prospects for deeper cooperation. Berset noted that as Secretary General of the Council of Europe, he had repeatedly visited the South Caucasus to advocate for peacebuilding efforts. He described the region as very important for the Council of Europe and highlighted the need for transparency, joint work, and mutual recognition to ensure stability. "The world is changing and will continue to change. The question is how to ensure stability, relations, and cooperation in a rapidly changing world," Berset stated. He pointed out that all three South Caucasus countries—Azerbaijan, Armenia, and Georgia—are members of the Council of Europe, which allows for close daily cooperation. He concluded that “severing ties, refusing to cooperate, or turning our backs on each other is never a good solution. The best option is to always work together, acknowledge differences, cooperate, and pursue a common path.”
