
World Bank Pledges $1–1.5 Billion in Funding for Azerbaijan Over Five Years

On February 27, the World Bank (WB) announced plans to provide Azerbaijan with $1–1.5 billion over the next five years through the International Bank for Reconstruction and Development (IBRD).
The IBRD’s preliminary plan for the 2025–2026 fiscal years includes 4–5 new projects at the request of the Azerbaijani government, with annual financing expected to range between $250 million and $400 million.
Key projects include:
- $150 million in additional financing for the employment support project
- $225 million for expanding renewable energy sources under the regional program
- $400 million for developing a competitive and sustainable agriculture sector, including irrigation
- $100–300 million for the Baku development project.
Approximately half of the allocated funds are expected to be disbursed by June 2025, with the remainder released in the following fiscal year.
The World Bank Group also plans to collaborate with the Azerbaijani government to explore additional cooperation under a long-term strategy. The initial phase will focus on analytical support for transitioning to a low-carbon economy, enhancing transport connectivity, improving water resources management, reforming the financial sector, and advancing digital transformation. These initiatives are expected to lay the groundwork for new investment projects in the latter half of the program’s implementation period.
