Georgia has introduced a series of senior personnel changes across the government, including a new culture minister, a leadership transition at the State Security Service and new heads for two Finance Ministry agencies.

Prime Minister Irakli Kobakhidze appointed ruling Georgian Dream MP Maia Bitadze as culture minister on September 15, replacing Tinatin Rukhadze, who resigned in July. Bitadze previously served as Tbilisi deputy mayor and chaired parliament’s Environmental Protection and Natural Resources Committee. Kobakhidze highlighted her management experience and previous involvement in the culture sector.

The government is also changing the leadership of the State Security Service. Geka Geladze resigned as agency chief on September 14 after roughly five months in the position and is expected to become a deputy interior minister. Kobakhidze nominated Geladze’s deputy, Tamaz Borashvili, to succeed him. Parliament is scheduled to vote on Borashvili’s candidacy during its September 15-18 plenary session.

Borashvili has spent more than two decades working in Georgia’s security and law-enforcement system. His nomination marks a return to the agency’s leadership for a career security official, while Geladze’s move would shift his experience to the Interior Ministry.

The Finance Ministry has also appointed new heads for its Revenue Service and Investigation Service. Mamuka Baratashvili was named to lead the Revenue Service, while Merab Gamkrelidze took charge of the Investigation Service. The appointments followed the departures of Mikheil Maghlakelidze and Levan Kharabadze, whose resignations became public on September 12.

According to the Georgian Prime Minister, the recent changes represent a broad rotation of senior officials across Georgia’s security, cultural, and financial institutions rather than a wholesale cabinet overhaul.
