During a press conference on January 13, Suren Papikyan, the Armenian Defense Minister, discussed reforms in military service and recent developments in the defense sector.

Papikyan stated that the decision to reduce military service from 24 months to 18 months was made in 2021 and is part of the government’s 2021–2026 program. He emphasized that achievements in the defense sector have made this initiative possible. "The number of conscripts in 2025 has increased by 19% compared to 2023," Papikyan stated, adding that the "Defender of the Fatherland" program has progressed significantly.

Under the updated program, beneficiaries receive 1.5 million drams after two years and 5 million drams after five years, totaling 10 million drams over ten years. Papikyan noted that 4,234 service members already benefit from the program. He highlighted the importance of 25-day reservist training sessions, stating that they ensure vital communication between the army and the rear.

Papikyan also addressed the issue of officials attempting to exempt their sons from service. He noted that he has dismissed or called for the resignation of all such officials in the ministry. He clarified that minor conditions like brain cysts were removed from exemption lists to enable conscription.

The defense minister denied military involvement in political protests. He stressed, "The army cannot participate in political processes. I rule it out". Regarding regional security, Papikyan stated that Armenia does not intend to enter an arms race with Azerbaijan, but will continue its procurement and modernization plans.

The minister reported that in 2025, capital expenditures for the Ministry of Defense reached 57.7 billion drams. He noted that 73% of participants exceeded the minimum certification threshold for bonuses. Regarding Indian arms deliveries, Papikyan stated that operations continue and denied rumors of abandoning fighter jet purchases. He confirmed that SU-30SM fighter jets are "very useful in protecting Armenia’s skies".
