On October 17, the Muftiate of Dagestan announced its official participation in the latest session of the advertising expert council of the Dagestan Office of the Federal Antimonopoly Service (FAS) of Russia. In its statement, the Muftiate emphasized that the initiative was "unique," noting that "advertising in the republic will be assessed not only according to the Federal Law ‘On Advertising,’ but also according to Sharia law and the Dagestani mentality. This is unprecedented in Russian practice."

Abdulmagomed Magomedov, the Head of the Muftiate’s Expert Council, stated that the Muftiate was prepared to carry out "large-scale outreach not only to the public, but primarily to advertisers, regarding ethical standards in advertising communications." He added that this work would be conducted "in a comprehensive manner—through explanations on social media, as well as through sermons in mosques." During the meeting, the Dagestan Office of the Federal Antimonopoly Service approved the expert panel, which included lawyers, marketers, community activists, and members of the clergy.

The Muftiate reported that "council members thoroughly studied the intricacies of social media advertising legislation and the mechanisms for monitoring its ethicality," and that "a mechanism for enforcement has been established: a clear procedure for action when violations are identified has been defined. Responses will be prompt." The Muftiate explained that "the uniqueness of this approach lies in its dual focus." It stated, “Now, it is not enough to simply avoid a fine from the FAS. An advertising campaign may face public censure, initiated through religious institutions, if it contradicts the age-old values of honor, justice, and respect. Dagestan is setting a precedent by finding a balance between federal law and the region’s cultural and religious code.”
