Geneva Talks Disrupted as Georgia Presses for IDP Return and IPRM Restoration Amid Russian Walkouts

On November 12, the Georgian Foreign Ministry reported that the 65th round of the Geneva International Discussions took place on November 11–12, 2025, with the Georgian delegation led by Lasha Darsalia, the Deputy Minister of Foreign Affairs.

During the discussions, the Georgian delegation emphasized the full implementation of the EU-mediated 12 August 2008 Ceasefire Agreement by the Russian Federation, as well as the safe and dignified return of internally displaced persons (IDPs) and refugees to their homes. They also stressed the importance of restoring the Incident Prevention and Response Mechanism (IPRM) in Gali without preconditions and ensuring that meetings are held regularly in both Gali and Ergneti according to its fundamental principles.

The Georgian side sharply raised concerns over the grave security, humanitarian, and human rights situation in the occupied regions, highlighting the destructive actions of the occupation regimes. Particular attention was drawn to recent developments, including the illegal operation of the airport in Sokhumi in violation of international law, and the launch of regular flights, railway, and maritime passenger traffic from Russia to Sokhumi.

Representatives of the Russian Federation and its occupation regimes, following their established practice, again left the negotiation table during discussions on the key agenda item of IDP and refugee return. Consequently, like previous rounds, the 65th round was disrupted.
